The flow of inter- and transnational communication has steadily increased within the last century. Communication scholars address this phenomenon through different theoretical and analytical frames and focus on aspects as public diplomacy, intercultural communication, or communication within diaspora communities (just to name a few). However, communication science hardly pays attention to the rules and regulations that facilitate and determine trans-border communication. This is surprising, since Global Media and Communication Policy (GMCP) is one of the first policy fields in which “modern” international cooperation emerged. While the attention for GMCP has increased in the last years, there is no body of scholarship, which deals with the issue in a comprehensive and systematical way. In this course we´ll develop a wide-ranging overview of the policy field and elaborate a communication-based approach to the regulation of trans-border communication flows. Therefore we´ll (1) “map the field” by identifying relevant actors and institutions in the field; (2) review and discuss different analytical and theoretical approaches to the regulation of trans-border communication (i.e. theory of international regimes, [critical] political economy, [global] governance, comparative politics); and (3) analyze selected historical and current conflicts in the field of GMCP.

The course will include varying teaching formats including lectures, seminar discussions, individual assignments and group works as well as presentations. Regular attendance in class is required. It is also imperative that students read and prepare the material for each class. Please note that regular classes for this seminar will end on June 30. The three dates in July will take place as a block module. The exact dates will be set up in accordance with the participants during the first session.
