SoSe 19: U.S. Foreign Policy, Economic Statecraft, and World Order

Against the backdrop of great powers competing for global dominance and measuring their influence more in economic than in military terms, this course introduces the concept of economic statecraft, i.e., the use of economic means to pursue foreign policy goals. Part I of the course addresses theoretical and historical questions of economic statecraft. After introducing its role in U.S. foreign policy, evaluating its meaning for power politics, and defining instruments of economic statecraft, the course provides an overview of the history of U.S. economic statecraft. Part II consists of several case studies of contemporary U.S. economic statecraft. Among others, the course will assess U.S. economic statecraft and the different instruments of economic statecraft used towards Iran, North Korea, China, and South Africa. Part III looks beyond U.S. economic statecraft and discusses approaches of the European Union, China, and Russia. Finally, the course concludes with a reflection on current U.S. economic statecraft under Trump. close
