SoSe 19: Multilevel Governance

The multilevel governance research debate originated from theories developed regarding the processes of European integration (Hooghe and Marks, 2003), decentralization in a large number of countries worldwide, and the emergence of transnational regimes and policy networks operating at different governance levels. In such governance processes, formal central state authority is complemented and/or sometimes replaced by other forms of governance involving higher and lower policy-making levels as well as public and private actors. The analytical focus of multi-level governance research is, in simplified terms, on processes of collective action and the production of public goods in which both public and private actors can be party to (Zürn et al., 2010). Multilevel structures have their assets and drawbacks. As can be demonstrated against the background of numerous examples, they provide for both progress and gridlock. Drawing on case studies concerning urban capacity building, climate, energy, environmental governance, and migration, and using different theoretical lenses, such as policy learning, policy transfer and diffusion, we will examine how multi-level governance occurs in different contexts and discuss the potentials and constraints. We will study examples from industrialized and developing countries. close
