The course examines the policies of international migration in Japan. In the international research literature, Japan is often characterized as a non-immigration country. Certain constituencies in Japan also argue normativelythat non-immigration is natural and beneficial to Japan. On the other side, especially businesses, but also increasingly politicians and citizens' groups argue for a more liberal immigration regime. While the absolute number of migrants to Japan is still small, over the last decades, the number of immigrantsseeking to stay in Japan has increased considerably, despite legal barriers and a cautious political climate. De facto, Japan today is already on its way to be an immigration country. The course examines the political, social, legal, economic and international contexts and debates about migration in Japan. close
