SoSe 16: Gender Politics in Global Governance

For many decades, international organizations were important institutional reference points for feminist mobilization. Feminists were able to carve out institutional spaces and to promote gender equality policies at international, regional and national levels. The successes of transnational feminist activism have prompted feminist scholars to critically investigate gender politics in global governance. The feminist literature oscillates between positive and restrained assessments: On the one hand scholars acknowledge the importance of feminist strategies such as gender mainstreaming which has triggered organizational and procedural changes within state bureaucracies and international organizations. On the other hand scholars point to serious problems in translating the political commitments into action and in implementing gender mainstreaming. Moreover, feminist scholars are increasingly concerned about the growing emergence of anti-feminist and different fundamentalist forces which undermine existing gender equality norms and close off spaces for transformative gender politics at all levels. This course investigates current issues and problems of global governance from a gender perspective. First, it gives an overview on the history of transnational feminist activism and gender politics in global governance. Second, the course introduces students to different feminist theories -- from institutional, constructivist to post-colonial – that explain how global governance is gendered. Finally, students will analyze and assess current topics of global governance (i.e. economic governance, food governance, migration and refugee governance etc.) by applying the insights from the aforementioned feminist theories and analytical approaches.
