SoSe 18: Platforms as Media: Politics, Economics, Governance

Digital platforms such as Facebook and Google have become key intermediaries for public and personal communication (and much more). At the same time, more and more conflicts and controversies about their role and responsibility emerge: Is Facebook a media company? Who is setting the rules for communication on these platforms, and who is liable for content ? How should regulators, society and platforms respond to hate speech and fake news? Are AI and algorithms the way out for all these problems? And should antitrust agencies break up the major platforms? In this course, we will look at the politics involved in this debate, at underlying economic mechanisms (network effects, two-sided markets) and the different modes of governance at play.
This course is designed as a research seminar. Starting from current debates and controversies, we will dive into state-of-art research literature and small-scale projects. Participants are expected to contribute by presenting theoretical perspectives, methodological accounts and small case studies on chosen topics in teams. Course language is English.
