SoSe 18: Canadian Federalism in Comparative Perspective

Federalism is a central feature of political life in Canada since its foundation in 1867. This course aims to present current issues at stake in the Canadian federation and situate them in relation to other Western federal systems. The first part of the seminar explores the different types of states as well as the political motives behind the establishment of a federation in a given society, and especially in the Canadian case. The second part deals with features of the Canadian political life that are common to other federal systems such as a decentralized party system, intergovernmental relations, fiscal federalism and the judicial interpretation of the constitution; in this regard, special emphasis will be placed on the political antagonism between the Canadian federation and the province of Québec. The last sessions of the seminar address the empowerment potential of federalism for Aboriginal Peoples in Canada and for national minorities in other divided societies. close
