SoSe 18: Fighting over land: China’s land market and the politics of property rights

The availability of cheap land resources is an often-overlooked aspect of China’s economic success story. The specific characteristics of China’s land system, including its urban-rural divide and its successive marketization, are crucial for an in-depth understanding of China’s rapid economic development as well as its social repercussions. In recent years, moreover, government land regulation has tightened, and political struggles over the scarce resource of land designated for construction have intensified. At the same time, grievances over land expropriation have become the main source of social unrest. Meanwhile, China has become a major player in international land markets.
In this course, students will be introduced to crucial actors and institutions of China’s land system, they will learn about important land market and land regulation reforms, and they will discuss specific phenomena in depth. At the same time, students will be introduced to important theoretical debates on property rights and development and will reflect upon the role of land in China’s economic and social development.
