The idea of development has been the main organising principle of collective action for more than half a century and has been the justifying rationale for a variety of actions and decisions at all levels: global through national to local. Such pervasiveness of this idea notwithstanding, until recently, it was seen as a technocratic solution to the problems of poverty and resource deficit. Politics was therefore not seen as a relevant factor in the analysis of development with much of academic analysis focussed on the pursuit of the magic bullet of development delivery. However, increasing evidence from all parts of the world underlines the fact that development is not apolitical. Indeed, politics determines the choices made with regard to various options/ policies/ programmes for development, their implementation and outcomes. While the economic aspects of development are undoubtedly critical, the socio-political context of development is increasingly being recognised as crucial. The course will therefore cover the contestation of development programmes and policies by discussing the role of the state, its interface with international agencies and their contestation by a variety of societal actors. Critically examining the construction (and contestation) of modernity and invention of the idea of development, the discussion will interrogate the presumptions of development using Indian texts and case material. Within such a framework, the course will examine key issues and actors in the process of development: development aid, changing role of state in development, shift from government to governance with gender, identity and environment as key issues of contest of development. close
