Regime Complexity and Counter-Institutionalization: Coordination Problems in the Global Age Not without reason is the contemporary international system sometimes described as a `spaghetti bowl' (Alter & Meunier, 2009). International cooperation is not only challenged by composite global problems such as climate change, but also by a growing number of international institutions that produce controversial overlaps between international rules and regulations. The seminar investigates how states and other actors navigate through this complex web of global governance. It takes a closer look at different approaches to regime complexity - “a collective of partially-overlapping and non-hierarchical regimes” (Raustiala & Victor, 2004, p. 4) - and examines what strategies actors use to solve coordination problems in the absence of hierarchy. For example, why would states engage in counter-institutionalization by creating new institutions to challenge the norms, principles and rules of existing institutions? The course is structured along five theoretical building blocks that help to understand how actors overcome diverse coordination problems using possible responses including counter-institutionalization, regime shifting and competitive regime creation. Following each theoretical session, students empirically investigate real world cases in different issue areas ranging from intellectual property rights and the global supply of medicines to international finances and development banking. close
