SoSe 19: The Political Economy of Development

This course will be based on the wider concepts from and research on political economy to understand historical, current, future trajectories of development outcomes in the global South. Development in this regard is understood as including economic, social, and environmental conditions within a national context. While the focus will largely be on governments or states including intergovernmental organisations, we will also consider non-state actors such as firms and nongovernmental actors in shaping and influencing developmental paths and their specific influences on issues such as labour and the environment. The seminar will be based on three broad themes. The first theme is on the historical context of development in the global South post-colonialism. Here, we will focus on the role of intergovernmental organisations in particular the Bretton Woods institutions, namely the World Bank, the International Monetary Fund, and the World Trade Organisation, and how it has shaped the economic development policies and pathways for developing countries. The second theme will focus on state-capital relations and in particular the role of foreign investment in developing countries. We will consider the literature on global production networks/global value chains from a development perspective, with a focus on the regional context of East and Southeast Asia. The ideas of middle-income countries and emerging research on the 'Middle-Income Trap' and the role of foreign capital in this regard will be discussed. The third and final theme will turn to state-society relations. This will focus on the issue of labour rights and working conditions. From an environmental perspective the challenges climate change pose to development and poor countries will be discussed. close
