SoSe 20: Welfare states in a globalized world: power, globalization, and policy

ONLINE COURSE. This course will highlight power theories and the role of the state in welfare policy, while revisiting key concepts from globalization literature. Globalization scholars have traditionally focused on economic, cultural and technological changes – and anti-globalization movements. Recently, we have seen powerful and devastating new impacts of processes of globalization in the realm of public policies and public health. As markets have come crashing to a halt since February 2020 and questions of responsibility and welfare continue to be discussed in the public sphere, part of the course will examine the connections between global processes and local occurrences, analyzing public policies on health care and welfare in Canada and the U.S. By first examining the broader international ideas, ideals and theories underpinning welfare states, the course then examines new globalization studies. We will look at the development and problematization of welfare - and health care as a case study. This includes the political, racial and rights-related movements to advance health care at domestic levels. Welfare state studies also have a focus on language, and the discursive devices and framing of issues to the broader public. Overall, the course links global, institutional norms and domestic welfare policies through a power lens, giving students a deeper theoretical and methodological understanding of the welfare state in contemporary global contexts.
