WiSe 12/13: Transnational Communication in Europe and Beyond

The transformation of national public spheres through the processes of Europeanization and deepening integration in Europe attracts communication scholars since the 1990s. While there is a common understanding among political and social scientists of the normative premise that European Union politics needs to be accompanied by public debate on various levels there is far less accordance about how to understand the essentials of a European public sphere and how to assess and evaluate its actual development. From a broader perspective, the increase in the international flow of information fostered by processes summarized under the concept of globalization brings questions regarding the role of the media in international political communication and its democratic potential to the fore.
The seminar gives an introduction in theoretical concepts of transnational communication in Europe and the emergence of a European public sphere as well as in theoretical approaches to international communication. We will address the question how the emergence of Europeanized communication and transnational communication beyond Europe is measured and ask to what extent research provides evidence for European or even global political communication. We furthermore study power structures in political communication especially focusing on the role of the media as opposed to other actors in European and international politics such as governments, international organizations and players from civil society.
