WiSe 13/14: Googling Democracy: The Role of Information Technologies in Democratic Developments

Even if an important part of
it, this course is not about the Arab Spring. Having a broader scope, this
course is about understanding the link between information and communication
technologies (ICT) and the functioning of modern democratic states and societies.
Every year since 2001 the Massachusetts Institute of Technology publishes the
list of what are believed to be the “10 emerging technologies that will change
the world”. Apparently, alongside booming technological innovation, the world
of politics is, indeed, transforming. Citizens and politicians alike have turned
to social networks like Facebook or blogging websites like Twitter to convey
their messages or influence political developments. Undoubtedly, technology has
expanded public space and has made politics more transparent due to constant
information flow. However, the innovation in ICT has also resulted in
cyberattacks and online espionage. This course aims to examine the fine line
that may divide positive and negative role of ICT for democracy and
