WiSe 13/14: The European Union and Rising Powers – China, India and the EU as a Global Actor

Rising powers in Asia are changing the global political order, making it necessary for actors like the European Union to engage more with China and India. The European Union promotes 'strategic partnerships' with these countries, yet EU foreign policy debates often disregard discourses in India, China and other Asian countries. This seminar aims to provide a 'perspective from Asia' and will explore how the EU engages with its strategic partners, along with analyzing the making of foreign policy in India and China.
The seminar will start by examining Chinese and Indian political history and approach to international relations in order to understand their foreign and security policy. It will then discuss EU strategic partnerships with these countries and identify policy areas of cooperation and competition. Further, it will look at the debates in Chinese and Indian foreign policy circles on the EU as a global actor in contrast to the US. Thus, the seminar provides the participants with a complementary perspective on current EU foreign policy debates to facilitate a balanced discussion on the future of European foreign and security policy.
