WiSe 14/15: Encountering Counterinsurgency: Latin America in Global Perspective

Throughout most of the twentieth century, Latin America has served as a veritable "laboratory" of counterinsurgency (COIN). In light of this historical presence of COIN within the region, this seminar aims to locate Latin America within the contemporary renaissance of COIN in the post the post-9/11 world. It seeks to familiarize students with the historical development of COIN in Latin America by paying particular attention to the transnational circulation of COIN knowledge, practices and practitioners as well as the local appropriation of these resources by local actors. In critically interrogating the contemporary turn in COIN from "kinetic" to "population-centric" warfare, the seminar also offers insights into the growing convergence between military thinking and practices on the one hand, and developmentalism, humanitarianism and external democracy promotion, in contemporary Latin America, on the other.
