WiSe 14/15: The Legitimacy of International Institutions

Recent scholarship in International Relations considers international organizations (IOs), such as the United Nations Security Council, the European Union (EU) or the World Trade Organization (WTO), as increasingly authoritative or powerful actors in world politics. But how legitimate are these organizations and what are the foundations of their legitimacy? The first part of the seminar looks at different conceptions and theories of legitimacy and discusses the processes though which legitimacy is ascribed and withdrawn in international politics. The second part of the seminar focuses on the legitimacy of IOs. We examine various (normative) criteria for the evaluation of IO legitimacy and also look at how IO legitimacy or legitimation can be observed empirically. In the third part of the seminar we will do case studies across a set of specific IOs. Do we observe that these IOs can draw from a solid basis of legitimacy, or do we find evidence suggesting a legitimacy deficit or even a legitimacy crisis of global governance institutions?
