As a specific form of political communication, government communication is often also affected by the ongoing technological and organisational changes in the field of political communication. New technological possibilities alter the conditions for public communication and government media relations and yield new communicative demands. At the same time, government communication is subjected to comparatively severe legal and normative constraints and often highly formalised. Communicators sometimes find themselves in a field of tensions between technological possibilities and public demands on the one side and formal structures and constraints on the other.
How do governmental bodies and their communicative departments deal with this situation? How do they adapt to new technological possibilities and how do they communicate to their audiences? In how far are communication networks affected by technological changes?
In this seminar, we seek to conduct empirical analyses of government communication in the online sphere. Based on their knowledge from HS 28813, participants design their own empirical studies and subsequently analyse specific aspects of government communication online.
