WiSe 15/16: International Institutional Reform and Domestic Politics

As all social institutions, international institutions and organizations transform, sometimes abruptly, often at a barely noticeable pace. Since its coming-into-being the United Nations and its special programs and funds have undergone a series of minor and major reforms, mostly in response to world historical developments such as decolonization, the end of the Cold War or 9/11. Established international standards such as the Universal Declaration of Human Rights have been expanded through a host of more specific human rights treaties and re-interpreted in the face of changing ideas about human rights. New norms such as the Responsibility to Protect have emerged and continue to challenge conventional ideas on state sovereignty and the responsibilities of the international community. While theories of international cooperation and institutions have to a large extent focused on how institutions and norms create order and stability among states, they have also addressed instability, crisis and transformation. This seminar addresses the interplay between domestic politics and institutional transformation at the global level. In the first part of the seminar, we will examine both how domestic preferences and ideas shape reforms of international organization and the impact of these reforms on domestic compliance with and socialization of international rules. Throughout the second half of the seminar participants will work in small groups on a selected set of empirical examples, analyzing in-depth the evolution and transformation of various international organizations and norms and their impact on domestic politics in different regions of the world. The policy domains that are at the center of the seminar are social welfare and human rights. close
