WiSe 15/16: International Human Rights in Context - Politics, Norms and Law

Since the end of the Cold War, the world has witnessed a rapid increase in states that have committed themselves to international human rights by ratifying international human rights treaties. Yet, many states still seriously violate human rights and consequently do not comply with their human rights obligations under international law.
This course will look at the tension between the actual human rights practice of states and their international obligations. It will be discussed what potential strategies as well as structural and procedural conditions might enhance states' compliance with their international obligations.
In this regard, the protection mechanisms on the international and regional level will be examined. Moreover, this course will provide an overview of the different actors in this policy field, including international human rights NGOs.
Further topics of concern for international human rights are the following: the universality of human rights norms and the role of non-Western cultures, civil and political versus socio-economic human rights, and the relationship between state sovereignty and international human rights law.
