WiSe 17/18: International Ocean Governance: Between 'Last Frontiers' and 'Global Commons'

Ocean and maritime spaces cover about 70 percent of the Earth's surface and are of increasing importance to international trade, security and environmental governance. From the Arctic Ocean to the South China Sea, these areas are more and more projected as `geopolitical hotspots' as they constitute sensitive and contested areas for national security and economic welfare of the littoral states. Much of IR has nevertheless turned a blind eye to maritime areas and the oceans, and many of its principles and propositions for instance with regard to statehood, sovereignty, border-making and international cooperation in fact do not necessarily hold for offshore areas and the high seas.
This seminar discusses the need for an IR of the oceans by addressing three interconnected questions: How relevant are ocean and maritime spaces for contending issues of international politics? Who controls the oceans and how (effectively) are these spaces governed? Where do gaps remain and how can these be addressed? Schließen
