WiSe 18/19: Governance of Infrastructure in China

This course will discuss and identify key determinants for the success and failure of infrastructure provision in China’s authoritarian and decentralised political system. Studying the impact of infrastructure governance on project outcomes across different industry sectors, administrative levels and financing models, this course offers comparative insight into the political processes that determine the direction and results of China’s infrastructure boom of recent decades. The course will focus on a number of core themes in the assessing infrastructure provision in China, including: Understanding governance issues in infrastructure provision in China, Sector analysis: industrial internet of things (provision of digital infrastructure), Regional analysis: local government case studies, Social and environmental impacts of infrastructure-based growth, Transferring infrastructure investments abroad (BRI), Global Impact
The course gives students an introduction to the main concepts and most recent empirical developments in China. Classes will be a mixture of readings, group discussions, and group research projects. Students will be asked to conduct in groups a small research project on one of the seminars core themes: 1.) Policy analysis of Infrastructure Provision ; 2.) sector or regional case studies; 3.) Industrial Internet of Things; 4.) China’s Infrastructure Investments Abroad (e.g., BRI). In a second step, students will be invited to join a small expert workshop on exactly those themes and to present their posters, which will take place in January or February 2019 at the FU Berlin. The expert workshop will allow students to engage directly with leading scientific experts from China and Europe and offers an opportunity to receive additional input to their group research project.
