Policy paradigms are like “ideas on steroids” (Baumgartner 2014, p. 476). The academic debate about the links between ideas, policy paradigms and policy change provides various lenses through which to analyze policy processes and understand the outcomes thereof. Some political science scholars have linked policy change closely to paradigmatic change. However, such an approach must be considerate of various theoretical and methodological pitfalls and, in particular, the problem of circular reasoning. In this class, we will first delve into the political science literature and respective debates, unpack different concepts of policy paradigms and discuss how scholars conceptualize connections between shifts in policy paradigms and policy change. Second, we will explore the methodological challenges of research designs and analytical frames which engage the academic debate about policy paradigms. Third, we will draw on public policy making and discuss shifts in policy paradigms, policy change and linkages between both against the backdrop of case studies. For this, students will choose topics and specify policy issues of interest from the broad array of policy fields and countries. We will ask how we can recognize a policy paradigm, how we can identify a shift in a policy paradigm, how and why policy paradigms change and if it matters in regard to policy change.
A student research project will be designed in individual or group work. Schließen
