WiSe 20/21: Canadian Foreign and Security Policy

This BA course is intended to be held on campus (Präsenzlehre).
In this class, we will analyze Canadian foreign and security policy from various angles. This will include Canada’s diplomatic efforts, its defence policy and its international trade policy. After a brief overview of the history of Canada’s external relations – starting with the emancipation from British rule and the country’s participation in World Wars I and II – the seminar will primarily focus on the period after 1990. We will examine the role of the Prime Minister, the respective ministries and the House of Commons in fashioning Ottawa’s stance in the world. Three case studies will highlight particular aspects of Canada’s foreign and security policy: (i) Canada’s bids for a non-permanent seat on the UN Security Council, (ii) Canada’s role in NATO, and (iii) Canada-US trade relations. Throughout the semester, groups will work on a briefing note to the Canadian Prime Minister as part of a simulation. Briefing notes will be presented in the final session. There will also be an online session with members of the Canadian Forces serving as Lead Nation of the NATO Enhanced Forward Presence Battlegroup Latvia.
