Sanctions are one of the most widely used economic policy instruments to exert pressure on actors, to punish them or to force them to change their behaviour. The seminar offers an introduction to the debate on the forms, legality, application, and effects of sanctions in international relations. The sanctions policy of different senders (states, international and regional organisations, non-state actors) and different objectives (democratisation, ending domestic conflicts, nuclear disarmament, prevention of terrorism) will be examined. Using historical and current empirical examples ranging from the early Cold War to the current sanctions regime against Belarus, the participants will work out under which conditions sanctions policy can be morally justifiable and politically effective. close
