SoSe 17: Theories and Practices of Foreign Aid

Taking a global perspective, this course exposes students to the history of foreign aid and diverse theories/motivations that have shaped the practice in contemporary international affairs. For the most part, foreign aid has been constructed and studied as an exclusive practice of the developed North. However, the visibility of emerging donors, emphasis on South-South Cooperation, the use of international barter, and new interest in triangular cooperation point to alternative and complementary means of financing international development and to different theoretical/philosophical orientations behind this practice. This course exposes students to Northern and alternative/complementary approaches to foreign aid and to the competing evaluations that accompany them. As learning outcomes, students should be able to (a) trace a profound history of foreign aid from a global perspective (b) compare the orientations and practices of different aid actors, and (c) appraise competing evaluations of foreign aid and state their own position.
