SoSe 21: Autocracy Promotion and Diffusion in Eurasia and Beyond

While in early 1990s authoritarian regimes seemed to be losing their position in the global politics, the last two decades witnessed the resurgence of the foreign policy activism of autocracies. The seminar will look at whether authoritarian regimes engage in supporting other autocracies abroad or even try to export their model of governance to other countries. We will also discuss whether and insofar autocracies learn from each other; and whether authoritarian regimes are able to create attractive development models, which will then be emulated abroad. Our discussion will pay a particular attention to the post-Soviet Eurasia, where we will look at various formats of mutual support of authoritarian regimes – from proactive autocracy support by the ‘authoritarian gravity centers’ to ‘coalitions’ of autocrats, where regimes of smaller countries assume the leading role. At the same time, we briefly look at how autocracy promotion functions outside Eurasia as well. Schließen
