SoSe 21: The System of Checks and Balances

The course will analyze and discuss those mechanisms in the political system of the United States that were implemented in order to prevent a concentration of power in the hands of just a few. We will start by discussing in a more theoretical perspective the question of why power should restricted within a democracy and what might be the best way to do it (normative perspective). In a second step we will take a closer look at the constitutionally established mechanism of checks and balances and how they provide a separation of powers (horizontal and vertical) in the political system (institutional perspective). In a third step we will discuss the politics side of this institutional perspective. How is the system working, what are intervening factors, actors and powers and counterarguments to a system of checks and balances? At the end of the class we will discuss how successful the system in the US has been and still is and what kind of reforms will be necessary. Schließen
