The American Welfare State is often characterized as a welfare state laggard or an incomplete welfare state. This introductory course takes a closer and comparative look at the characteristics and main programs (social security, health care, welfare, etc.) of the American welfare state in a historical perspective as well as recent developments of welfare policy in the United States under the Administrations of Bill Clinton (“Ending Welfare As We Know It”), George W. Bush (“Privatizing Social Security”) and Barack Obama (“Health Care Reform”). In addition, the central role of private social protection and the role of the
(income) tax system for social policy will be analyzed, in order to get a complete picture of the US-welfare regime.
