WiSe 12/13: The regulation of (renewable) electricity markets in developed and developing countries

The course is targeting master students (Hauptstudium) with an interest in policy analysis, regulatory policies and energy studies. Course participants will elaborate on the design of electricity markets in developing and developed countries with a focus on regulations for renewable energy sources.
Market regulations and support frameworks for renewable energy sources will be compared in the context of "policy framing". In how far are industrial policies (greening of the economy), energy security (international relations) and climate policies (strategies for renewable energy promotion) framing national and international energy policies? In how far are renewable energy policies embedded in national regulatory traditions? Which policy instruments are used at national level and why? What are the leading actors in (renewable) energy promotion?
The aim of the course is to combine the empirical analysis of framework conditions for renewable energy sources with political science theories and research methods.
