SoSe 15: "Global" Internet Governance: An IR Perspective on Issues, Debates, and Alliances of Cyberspace

The issue of internet governance has become one of the key debates in global politics, while the proliferation of internet-based resources undeniably transformed international affairs. Nowadays, such long-used terms as security, governance, democracy, espionage, or surveillance are often used with the prefix of cyber, while states and international organizations attempt to adjust their policies and regulations to keep up with the trend. As a rule internet governance relates to the issues of who and how manages day-to-day functioning of the internet. This course will provide an overview of internet governance architecture and discuss current norms and regulations ranging from intergovernmental treaties, much-discussed multistakeholder model or often heard but little discussed concepts such as net neutrality. However, the main focus of the course will be on understanding how the internet and digitalization of politics and often everyday life have influenced the course of international affairs. We will discuss how the emergence of online networks has influenced civil society, political regimes, and international conflicts and security. In addition, we will discuss how the widespread usage of the internet as a mobilization tool may have transcended state borders and facilitated globalization on the one hand but have also tightened control over privacy and media or facilitated exclusion on the other. The general objective of the course is to provide students with better understanding of current issues and debates of cyberspace. Technical knowledge is not necessary for course participation. The course will feature short lectures, student presentations, and active class interaction. Students should be prepared to hand in written assignments (to be discussed at the first meeting) and submit a term paper at the end of the course on the topic of their choosing that is relevant to the issues discussed in class.
